[Windows] Avoid reboot during instance launch

For windows environments there is a restart when the instance launch, and this restart can occur after the application is deployed.
This causes a brief downtime. The reboot is because of the ec2 rename feature and the current workaround is to create a custom ami.

This can be worked around with custom ami however this is not an ideal solution
