Build custom docker image during initialization phase

I'd like to propose building a custom docker image during the initialization phase.
The custom image should have the CLI baked in it and will be used in each Codebuild project.
This will speed up each step of every pipeline as it will eliminate the need to downloading the CLI on every run.
