Summary

Datasets for each test are required to be compliant files, not fragments of files. Therefore files require a minimal boiler plate to be compliant. primarily this means a spatial hierarchy scaffold that includes georeferencing and the minimal spatial objects to be able to mount IfcElements and IfcPositioningElements etc. correctly.
