btclc: align verification rules in BTC light client with Babylon node #54

The current BTC light client in the contract follows a relaxed verification rule and does not consider difficulty adjustments. It needs to be aligned with https://github.com/babylonlabs-io/babylon/tree/main/x/btclightclient
