Prepare first ArviZ-integrated release (estimated release date late december 2019)

* Update code to Python 3 only (follow arviz/numpy python 3.x version support)

  • Integrate ArviZ
    • Support current functionality
    • Support new functionality (including loo-related diagnostic)
    • Create webpage for docs?
