Hello, I am learning how to use the openssl BUILD file.

However, bazel build :openssl_test

For anyone who also runs into this issue, adding a load for the @bazel_features repository https://github.com/bazel-contrib/bazel_features also includes the @bazel_features_globals repository. Hope this helps.
