How to run postcss-cli?

Hi, I want to run postcss-cli to convert my CSS file like:

npm_package_bin(
    name = "foo",
    outs = ["foo.css"],
    args = [
        "src/foo.css",
        "-o",
        "$@"
    ],
    data = ["src/foo.css"],
    package = "postcss-cli",
    package_bin = "postcss",
)

However, I got following error:

How to run postcss-cli?

An old nodejs was installed for some reason, so I removed the cache and re-install the nodejs, and it resolved the issue.
