Cpp compiler selected as tool instead of linker

I'm setting a new toolchain to build to SGX environments.
I found out that the gcc tool from the cc_toolchain is being selected at the linking stage.

if I set rust-lld as gcc, it works fine. Otherwise I get a garbage binary.

Is this the expected behavior?
Is there a way to force it to select ld instead of gcc?
