Exploration: Validation Needs for Reporting

The intent of this ticket is to clarify all the places in the Reporting module that need to have some form of data validation set up.
Any MUST HAVE steps should be put into their own tickets to prioritize. Other less critical or nice-to-have validation steps should be noted here for now.

Current List:

• Emissions values should not be zero or negative numbers (could this rule apply to every field with numbers, except Lat/Long?) <- removed and put into it's own ticket Report Data: No negative numbers in Reporting data #470

• For Activities where Q1-Q4 amounts must be entered as well as the Annual amount, have the system add up all the Q1-4 totals and ensure it's the same number as the Annual amount. (Or, could this be auto-populated based on what was entered in the Q fields? Or does BA need them to enter this manually?)

• For New Entrant users, have a way to compare the Date of First Shipment from Registration with the date entered in Reporting. For example: In registration the options are "On or before March 31 2024" or "On or after April 1, 2024". In Reporting they put the exact date. We could have the system flag if the exact data falls within the correct timeframe based on the choice selected in Registration.

• Any other work related to decimal places??
