Currently, caching is piecemeal, and ad hoc downloads can be disruptive to users. it may be useful to have a dedicated function to download certain types of data for a user-specified AOI on command. this would allow a user to download all the data they think they will need, so they don't end up waiting for downloads when they are running downscale functions.
