Create Redline for Sign Off - Stuck

Describe the bug in current situation
On OOP-2023-33233 in PROD, in the Redaction App, when you attempt to create the 'Redline for Sign Off', an error is thrown, and the creation is stalled. Need to investigate root cause.

This was also reproduced in Test-Marshal with the same files.
