Response Package - Not Flattened

Describe the bug in current situation

In MSD-2023-33098 in PROD, the user was able to complete the full redaction and release process through the Redaction App. However, when the user created and download the Response Package, it appeared that hyperlinks were not flattened.

In #3231, in the assumptions it indicated "All hyperlinks and embeds in the records package will be flattened/removed". However, it doesn't appear this was written into any ACs. Therefore, this may actually be a story.

This can be easily remedied by simply downloading the response package, flattening in Adobe, then saving it again to send to applicant.

Steps to reproduce the behavior:

1. Upload records containing hyperlinks to the Records tab
2. Complete the package to 100% in the Redaction App, ensuring that the hyperlinked content is not redacted
3. Move the request to the 'Response' request state, and in the Redaction App select to create 'Final Package for Applicant'.
4. Download the response package through the Records tab
5. See issue
