Description:
Create a dashboard card/widget that displays Fuel code information specifically for IDIR users with the Analyst role.

Purpose and benefit to user:
The feature aims to provide quick access to fuel code data for IDIR users with the Analyst role. The counter will sum the total of codes in Draft status and provide a link to the Fuel codes page filtered to show codes in Draft status.

Acceptance Criteria:

• The dashboard card/widget is visible only to IDIR users with the Analyst role
• Information displayed is accurate and updates dynamically as needed.
• Role-based access control is implemented to ensure users without the designated role cannot see the widget.
• The counter and link reflect codes in Draft status.

Development Checklist:

• Define the specific compliance reporting information to be displayed in the widget.
• Design the widget layout and content in collaboration with the design team.
• Implement role-based access control to limit visibility to "Analyst" role.
