Does Payment.type indicate when to pay? If so, aren't there just 3 possible values - at the time of order confirmation (ON-ORDER), COD (ON-FULFILLMENT) and any other time after order confirmation which may be independent of fulfillment (something like POST-ORDER?). Not clear what is the purpose of PRE-FULFILLMENT, POST-FULFILLMENT?
