feat: setup telegram bot handlers

Description

The telegram bot repo is currently empty. We would like setup the bare-minimum code and folder structure now so that other developers have a better sense of how to structure the code

Bare-minimum: refers to just a single file or folder without any depth to it. This is to showcase how files should be structured and how code should be written (generally)

Proposed solution

We create folders for the handlers, routes, constants, etc.

Acceptance criteria

• handlers folder
• routes folder
• constants folder
