The changes is in branch release_v1.3.0

Change bitmark-node project to bitmark-node-docker
Change project name in github
Create new docker-hub project to bitmark-node-docker bitmark-node-docker-test (stage)
Change bitmark-node code in Go and also UI
Change scripts for running bitmark-node-docker
Testing on bitmark-node-docker-staging
The bitmark-node-docker will not be used until livenet upgrading to bitmarkd_v0.11.0
