  1. Install FFapp
  2. Sign out iCloud
  3. Open FFapp and create a passkey
  4. Kill FFapp and reopen
  5. Login

Observed result:
User cannot login by Passkey

Expected result:
User need to sign in to iCloud to store Passkey before creating.
