Is this a wifi camera? It seems to be sending bad data. But ffmpeg seems to be able to recover.

OP used a wired camera, but I am facing the same issue with my wireless cameras. I am not sure if it started after a TP-link firmware update or updating from 0.15.0 Beta 3 to Beta 4 but restarting frigate makes the issue go away for about a day.
