Replace whitelisted and banned tables in the cache.db with peer table

This more general 'peer' table could have a column which indicates if the peer is whitelisted, banned or just an available peer. The table may then include useful information which is useful for monitoring or perhaps optimizing the node's communications. For example the latency or number of connections could be added.
