하나의 검증자가 다른 검증자의 강제탈퇴 사유와 함께 요청을 할 수 있다.
그러면 모든 검증자들이 투표를 진행한다.
투표기간은 1주일이다.
투표결과 2/3 찬성하면 해당 검증자는 강제로 탈퇴된다.
이때 탈퇴된 검증자의 예치금은 검증자의 주소로 인출된다.
