Implement recovery using endpoints that provide Agora's pending transactions. #504

The transactions received when Stoa is stopped do not exist on Stoa even if Stoa is restarted.
The endpoint that provides Agora's pending transaction has been completed.
Now we can use this to implement recovery functions.
