Publish release archives with stable checksums

Currently, the releases for this repository contain only autogenerated source archives. The checksums of these archives are actually not guaranteed to be stable, and have changed in the past, causing outages for anyone that checks them (see https://blog.bazel.build/2023/02/15/github-archive-checksum.html and its references). As a result of this, some dependency management systems (like the Bazel Central Registry) no longer accept source archive links, and require release archives instead.

It would be great if such checksum-stable release archives were provided for the BME68x_SensorAPI!
