in each set a locale can be defined as base=true

I would like to be able to remove all key/translation pairs in translations when there is no appropriate key in the base locale.

yes exactly
however, i think it makes indeed sense in the fix-mess command in combination with base locales

in the validate as in the other PR, i would not do it, because it could have been removed accidentally...
but fix mess sounds better

ill add it to the roadmap to think about it
