I suppose given the sunset of QLDB this should be closed, right?

The latest plan for this feature is to attest over the secrets using Nitro and sign them with an HTTP Signature for vault admin validation. The goal here is to be certain that the generated keys we get as operators are the ones the vault generated. The idea of recording this in QLDB is not going to be done. It's not necessary and also, as you say, QLDB is being deprecated.
