Deploy stage.buerokratt.ee

AS A Product Owner
I WANT stage.buerokratt.ee to be deployed and fully functional
SO THAT it could be used for penetration testing

Acceptance Criteria

• https://stage.buerokratt.ee is fully functional for End Clients
• https://admin.stage.buerokratt.ee is fully functional as a Backoffice for administrators and CSAs
• TIM authentication works on test parameters
