Create Bürokratt Liquibase DSL v1.0.0

I WANT Bürokratt Liquibase DSL v1.0.0 to be created
SO THAT all the changes that are obsolete by now wouldn't come along when making the first deployment of Bürokratt

Acceptance Criteria

• When initialiazing the creation of new database(s), use /initialize/backoffice, /initialize/service, etc.
• When making changes to the schemas of existing databases, use changelogs within appropriate folders (as done already)
• No changes compared in end result to what the end result based on current Liquibase changelog
• New changes will be added as reqular changelog entries as done so far
