If people are submitting issues, in most cases it would be very helpful to have a copy of the cctray.xml file they are monitoring.

The cctray.xml format includes some information that most people probably wouldn't want publicly posted, such as project names and URLs.

To make it easier (and thus more likely) for people to submit a copy of their cctray.xml we should create a tool that automatically handles replacing these potentially sensitive attributes.
