Caltrans District

What is the problem that this is solving?

We are testing out a workflow with Caltrans District for TDQ tickets, we will need a way to specify the District number so the pipeline monitor can be sure to alert the district rep for D7 tickets.

Create Ticket form has been updated to include the conditional question "What is the district number" for GTFS Data Quality tickets.
