Deploy and test new jupyterhub image

User story / feature request

We built a new jupyterhub image that works with python 3.11, we should deploy it and test.

It would also be nice if we can configure our jupyterhub to deploy two different images at the same time (is this possible?).

We should coordinate with the analysts for a good deployment time.

Acceptance Criteria

Analysts are using the new image without issues. Quicker start up time.

• Upgrade jupyterhub-singleuser custom image deps so it can build w/ Python 3.11 #3352
• Updating jupyter-singleuser from python 3.9 to python 3.11 #3359
