Additional steps for making "cloudless GRaaS mode" really cloudless #325

People are able to create a cloudless instance of GRaaS, but we need a pathway for creating at least:

block assignment data (if running cloudless, add dummy block-assignment data, along with matching vehicle IDs)
agency metadata
vehicle IDs

owades added the enhancement label
