Add Vertical CvTabs

Working on a project where vertical tabs are required, but unlike the carbon react library, we don't have vertical tabs.

I'd like vertical tabs to be added! And I am willing to help build them out.

We've considered using the vertical nav, but it doesn't seem like it would be ideal.

Vertical tabs could also be useful for responsiveness.

:-( vertical tabs are part of Carbon 11 but we are still on Carbon 10.

We have the bones of Carbon 11 as discussed here:
#1587

As a workaround you can import carbon web components into an existing Vue 3 project. I don't have an example of the that but we do use a few of the Carbon dot com components in our app. So it should work ok.
