VCE RARE generation profiles

This is a special early release to distribute the new VCE Resource Adequacy Renewable Energy (RARE) dataset in time for the ESIG fall technical workshop. VCE RARE is included in PUDL v2024.10.0 as an Apache Parquet table, as are all of our hourly data.

Fresh EIA 860, 923 and FERC 714 data

PUDL v2024.10.0 also includes:

• EIA 860 final release data for 2023
• EIA 923 final release data for 2023
• Processed FERC 714 data for 2021-2023 in PUDL, rather than just the XBRL-derived SQLite databases.

Many thanks to @rmi-electricity for supporting the extension of the FERC 714 data up to the present day, and enabling us to do future XBRL derived FERC 714 updates and data integration.
