Add auto-deploy github action for moodle.org plugins db deployment.

We use a 3rd party company to manage our Moodle and they can only install plugins from the Moodle repository. Can you please update your version on Moodle to this version so it will run on Moodle 3.9

Hi @Scottmarge - here at Catalyst we use git rather than the plugins db for installing/managing our plugins. Obviously this plugin does support 3.9 and higher versions using the code available here in github.

We have added an auto-deploy process for the moodle.org plugins db for some of our plugins and are slowly rolling this out to other plugins but cannot provide a timeframe on when this will occur for this plugin sorry.

You might need to stop using this plugin, or place some pressure on your 3rd party company to add the plugin using another method until we do this.
