Only the last setViewport is accepted by WPT

With the latest update of Chrome Canary (v109.0.5370.0) you can add the setViewport as a step in between the recorded script and chrome works perfectly fine and changes the viewport in between the running session. But WPT won't follow this, WPT will only use the last setViewport syntax and use those viewports for the whole test.

This is something that will require work in the agent rather than extension.
