Put a daily % increase to the AWS spend notifier

It will be a good idea if we have a way to detect the % increase in daily costs. When the daily cost for the platform, Internal ops, and outreach is listed, you will have to remember the previous day's amount in order to know if there is an anomaly. It will be nice if we get a % increase to know if something is off.
