Contribution onboarding (CFPB Design System in React)

The purpose of this issue is to gather the steps required to contribute to the CFPB Design System in React.

Steps:

• Review our team's presentation Building the CFPB Design System in React for the SBL filing app
• Review project timeline for building the CFPB Design System in React
• Review Page-by-page: Components for CFPB Design System (in React)
• Review verification checklist for bringing existing CFPB Design System components into the DSR
  • As an example look at the Tagline verification process
    • Developer PR
    • Design PR
• Talk to the team about picking up a component to verify
• Schedule a meeting with the SBL front-end team when you're ready to make a PR
