Improve the accessibility of alert icons by adding explicit labels to alert component icons.

Current behavior

often information is conveyed by the icons of our alerts (this is an error or warning) that is not conveyed explicitly by the text. These icons are then not presentational, and should be labeled.

Expected behavior

icons should have explicit labels to convey their meaning
