The only relevant project that I can find through the LGISC is the adoption of the FGDC address data standard.
LAGIC has a metadata catalogue but I am receiving a server error from it. They also have a link to an addressing project it shows a map from 2012 of parishes that have digital addressing.

Louisiana has a statewide address maintenance plan.
They also created a final report.
This is all pretty old documentation though.
That documentation also mentions two GIS bodies The Louisiana Geographic Information Center (LAGIC) and the Louisiana Geographic Information Systems Council ( LGISC). Both websites list next council meetings for sometime in 2015 though and so are clearly not regularly updated.

LAGIC also links to the gisinventory and there I was able to find a data for parcels and land ownership
