create coming soon page on github pages

It's not clear to everyone that AV developers are volunteering their time and energy to develop the championer.org website that is the championer_one project.

Because it is exclusively being used as a workbench or springboard for members to learn Elixir/Phoenix/websockets/docker/GCP, it hasn't been the fastest process ever, but WE'RE ALMOST THERE.

In the meantime, people are checking out championer.org and think that something is wrong, since there isn't a site up, so we should inform them that it's coming soon.

Just use a Free theme.

We'll be able to reuse it for the singforneeds.org and other championer prototypes and products, but don't waste time creating a pretty coming soon page, unless you really want to, and have made sure that you're sober and thinking rationally.

We'll have it hosted for free on a gh-pages branch.

I'll config the DNS record, over on namecheap, once it's ready.
