Is this cookbook dead?

I just found out that https://github.com/rackspace-cookbooks/chef-slack_handler wa archived which is also commonly used with chef.

Deprecated on the supermarket. I believe it to be dead. Probably because of the Chef 12.7 requirement, but not sure entirely.
