add Cook County results? #16

For Cook County races like judges and states attorney, to get the full picture of the results, we would need to include the votes from non-Chicago Cook County: https://www.cookcountyclerkil.gov/elections/results-and-election-data

For example, here's a combined report that was released by the Cook County Clerk showing the combined results for the 2022 general:
November 8, 2022 Proclamation Cook and Chicago.pdf

This would require new shapefile data and new scrapers. Do we think this would be appropriate to add to this site?
