Move the baselines and Rego code to within the scubagoggles folder

💡 Summary

This work is to move the Rego code, OPA download script, and baseline folders to within the scubagoggles folder.

Motivation and context

This is necessary if we wish to publish ScubaGoggles on PyPI

Implementation notes

Move and refactor all code, links, and references to those files to within the scubagoggles folder.

Acceptance criteria

ScubaGoggles is functional with those folders and files moved within the main ScubaGoggles package directory.
