💡 Summary

Clarify that implementation steps for GWS.COMMONCONTROLS.13.1 need to be repeated for each rule.

Motivation and context

Common Controls 13.1 lists rules that need to be enabled with alerts. The current implementation gives an example of how to do that for a rule, but doesn't state that those steps need to be repeated for each rule. This could be inferred but it might be better to be explicit.
