Update OCI Affected, Fixed, Not Affected

🗣 Description

Update Oracle Cloud (OCI) services per reports.

💭 Motivation and context

Add missing OCI products per reports.

resolves #380

🧪 Testing

Tested with pre-commit linters (md-only changes).

@JeffBor Hello, the formatting of these entries is incorrect. However, we are undergoing a transition from the current Markdown format to a simpler yml format for data ingestion. Please allow the transition to complete and then resubmit your PR in the yml format (instructions will be available post-transition).

@JeffBor We have officially transitioned... there are updated instructions here and a sample Pull Request with step-by-step instructions here. There's also a new Issue form for submitting product status if you feel more comfortable with that format.
