Discovery: Cloudflare API with accounts and zones

Issue description

We have already done some discovery on the steps needed to setup the environment for DNS hosting. In this issue, let's perform discovery on all setup specifics regarding using the Cloudflare API for a domain, such as account creation, zones, user creation, storing & using the tenant API key, and so on.

The goal of this is not to do any implementation but to be able to sum up and articulate all the Cloudflare-specific steps needed prior to setting DNS records on a new domain.

Acceptance criteria

• Document and summarize the setup steps needed in the correct section of the tech doc
• Investigate architecture implications of this setup and update the other related sections in the linked doc as needed, such as "architectural considerations"
• Ensure any open questions regarding setup are answered and follow the guidelines set in the "<>" markers for additional considerations
• Work with other engineers and continuously check in with leads as you go
