See why orgs map has too many zoom levels #115

The zoom control stretches below the bottom of the map. And zoom = 8 was needed to show the same zoom as another map that worked with zoom = 4.

The map on the home page of the website only needs zoom = 4 to zoom to the same level as the orgs map.

This was an OpenLayers problem, now replaced by Leaflet.
