The extensions installation page https://docs.civicrm.org/user/en/stable/introduction/extensions/#installing-extensions has instructions on how to install extensions that are approved for automated distribution, but not those that are not approved.

It would be good if it covered how to install extensions manually. (download and extract to your extensions directory, etc.)
