CiviMail workflow support is undocumented

CiviMail has an option "Enable workflow support for CiviMail". This is undocumented; there are some tickets on Jira relating to its creation and bugs, but the only documentation I could find was in "Using CiviCRM", which is copyrighted. I'll ping @lcdservices and @JoeMurray; I don't know whether they'd be willing to let us use that in the official docs, who holds copyright, etc. If this isn't an option for whatever reason, we'll need to write copy.
