Hover titles on Gauges for each past status

• Use retrieveStatuses https://github.com/codefordc/us-congress-pizza-flag-tracker-frontend/blob/main/src/pages/editOrder.js#L60-L87 to get a list of statuses for each ID
• add the string from each status to each iteration of the loop in https://github.com/codefordc/us-congress-pizza-flag-tracker-frontend/blob/main/src/components/gauge.js#L10-L12
• add title= attribute to each gaugeItem div to be set to the text name for the appropriate status. You may have to change the number logic depending on how you implement it.
