No Check for File System Permissions During Installation #2

Step 5 of the installation fails if you have not granted write access on the config file to the web server.

Note that this is the default for anyone not running Windows.

You should first check to see if permissions are set correctly and then notify the user to change them if needed. e.g. like in a Drupal installation
